I have created a USB bootable 3 times and even NET Framework 3.5 and Microsoft Image Mastering API v2 and uninstall the Windows 7 USB and DVD Tool and reinstall. I can only think that the USB as configured is not truly bootable. On my work laptop I configured the BIOS to boot off of the USB and the same message appears. I thought it might be that my hard drive is unformatted and is completely clean but that is not the issue. Pressing any key just generates the same message.
